ARTICLESHIP STIPEND AS PER PREVIOUS RULE
Every principal who engages an articled assistant or assistants, as per Regulation 43, is required to provide a minimum monthly stipend to such assistants. The stipend rates are outlined in the following table:

Explanation 1: Stipend will not be payable for any excess leave taken by the articled assistant.
Explanation 2: When determining the stipend rates under this regulation, the period of Articled training of the student under any previous principal or principals (excluding periods prior to 1st July 1973) shall also be considered.
Explanation 3: The population figures shall be based on the most recent published Census Report of India.
Additionally, the stipend mentioned in this regulation should be disbursed by the principal to the articled assistant using either of the following methods:
1. By issuing a crossed account payee cheque each month, accompanied by a stamped receipt obtained from the articled assistant.
2. By depositing the stipend amount every month into an account opened by the articled assistant in their name, with a bank branch specified by the principal.
ICAI has recently announced a significant enhancement in the stipend rates for CA students undergoing articleship, as outlined in Clause 22 of the notification issued on June 21, 2023. This alteration falls under the Chartered Accountants (Amendment) Regulations 2023, and it involves the modification of CA Regulation 48(1).

Enhanced Minimum Stipend Rates Based on City/Town Classification under CA Regulation 48(1)
The newly revised stipend rates for CA articles, as indicated in the updated CA Regulation 48(1), are as follows:
A. Cities/Towns with a Population of 20 Lakh and Above:
- First Year: ₹4,000
- Second Year: ₹5,000
- Third Year: ₹6,000
B. Cities/Towns with a Population of 5 Lakh and Above but Below 20 Lakh:
- First Year: ₹3,000
- Second Year: ₹4,000
- Third Year: ₹5,000
C. Cities/Towns with a Population Below 5 Lakh:
- First Year: ₹2,000
- Second Year: ₹3,000
- Third Year: ₹4,000
